accept his view of this matter. Instead, it will proceed with the creation of a committee of local Hong Kong lawyers which would provide the Chinese authorities with advice on Article 160, paragraph one. Membership of this committee would include a number of people involved in drafting the Basic Law. In his view this development would be part of wider move on the part of the NCNA to establish in the next month or so a special advisory committee on Hong Kong and its return to Chinese rule.

Anthony readily accepted our view that this sort of development could hinder significantly the AGC's adaptation of laws work.

The important conclusion to be drawn from this meeting is that our work on adaptation of laws must not be allowed to lag and, indeed, if at all possible should be speeded up in order to preempt the NCNA moves in this area. Anthony, LO(IL), and the others present all agreed that this is essential.
