I attach four papers prepared by HKG containing proposals for the adaptation of a dozen Hong Kong Ordinances. The amendments to the Ordinances are designed to be part of a schedule of amendments attached to a jumbo adaptation bill, and would take effect on 1 July 1997.

Hong Kong would like to pass these papers to the Chinese side quickly, in order to get their reactions as soon as possible to this approach to the adaptation problem. I would therefore be grateful for any comments which you may have by 7 September.
