Presently,

there are 587 Hong Kong ordinances with 988 items of subsidiary legislation. We should be expecting an equal number of authentic Chinese texts of the above items by the end of 1995.

Proposals

Similar ordinances are grouped together for â consultation proposal. However, if the ordinance itself is complex enough, a single ordinance

ordinance could constitute proposal. The corresponding subsidiary legislation will be adapted with the related ordinances simultaneously.

Number of Bills

Ideally, the number of bills should be reduced to minimum because of the amount of paper work required for each bill. However, for practical purposes, there is a need to limit the changes to legislative provisions covered by each bill to reasonable amounts, or the schedules of bills to reasonable lengths. With agreement from LALU, there should be roughly 8 to 10 slots for adaptation bills.

Timing of Bills

It is proposed that the first bill should be introduced in March 1994, although a slot has not been obtained for this. A slot has been obtained for July 1994.

Using the figures above, we would need about 10 each covering roughly 60 ordinances. If a slot for March is arranged, the first bill would cover roughly 30 ordinances.

Human Resource Implication

The above productivity level would requira increased human resources for LALU, as pointed out by the AG in EXCO on 21 September 1993. Given the detailed work in which CAB is

involved for each proposal and the large volume of these expected in the coming months/years, additional resources may also be required for the Branch.
