INTRODUCTION
This paper has been prepared as Э basis for consultation in accordance with the principles for consultation agreed with the Chinese side at JLG XVII on the way in which the British side intends to
to adapt certain provisions in Hong Kong laws in order to ensure that they are consistent with the Basic Law.

This paper deals with six Ordinances all of which contain provisions relating to the Crown Agents for Oversea Governments and Administrations. As the
the British side considers that the provisions in question will no longer be appropriate after 30 June 1997, it proposes to delete them, along with other minor adaptations.

Five of the Ordinances also contain a provision to the effect that they do not affect the rights of Her Majesty the Queen, Her Heirs or Successors. The British side proposes to replace this by a reference to 'the Government'. In due course, the British side will make proposals for the adaptation of the Interpretation and General Clauses (Cap. 1) which will include defining 'Government' to mean the Government of the Hong Kong Special Administrative Region.

The British side envisages that the proposals set out below would be incorporated in a schedule of amendments to be attached to a Bill for enactment by the Hong Kong legislature before 1 July 1997. The Bill would come into force on enactment but the amendments would take effect on 1 July 1997.
