intention of the English phrase "for such a purpose", i.e that
"of carrying out a sentence", the German phrase "zu diesem
Zweck" could be moved in front of "den Betreffenden".

Suggest "wenn es der zuständigen Behörde scheint" as more
closely reflecting the more formal register of the English.
