Surrender of Fugitive Offenders Hong Kong/Philippines 4-5 October 1993.
The two delegations, following a second round of negotiations in Manila, initialled the text of an agreement on 5 October. ALL safeguards in model agreement retained including list of offences, prima facie rule, death penalty and the political exception. A no- resurrender provision has been included.

Text of initialled agreement follows by fax to Department. Full report will follow in due course. We will now report the initialled agreement to ExCo and pass it to the Chinese side with the usual explanatory paper.
