) Commends those States that have cooperated to combat alien mugging and to address specific incidents where smuggled liens have needed to be processed in accordance with nternational standards and their domestic laws and procedures nd returned safely to appropriate destinations;

Urges States to take appropriate steps to frustrate the bjectives and activities of alien smugglers, and thus to rotect would-be migrants from loss of life and exploitation, ncluding by amending criminal laws, if necessary, to encompass lien smuggling, and by establishing or improving procedures to ermit ready discovery of false travel documents supplied by mugglers;
Requests that states cooperate in order to prevent the llegal transport by smugglers of third country nationals hrough their territory;
} Requests that states make special efforts to prevent their irports and flag air carriers from being used by alien mugglers.
Reaffirms the importance of existing international onventions in preventing the loss of life and economic xploitation that can result from alien smuggling, and calls pon all States to implement and enforce such conventions fully nd to consider ratifying or acceding to such conventions if hey have not yet done so;

Requests flag states to cooperate in the fight against lien smuggling, inter alia, by exchanging information on mugglers; identifying and monitoring suspect vessels; ithholding certificates of national registry of ships and icensing to masters involved in alien smuggling; stopping, barding and searching of their flag vessels and, when ppropriate, authorizing the requesting states to do so in ccordance with international law of the sea; and receiving or ssuming responsibility for their ships and smuggled aliens;
Urges port States to apply the relevant provisions of SOLAS or SOLAS 74/78 to prevent a foreign flag ship carrying assengers from sailing when the condition of the ship or its quipment is not in compliance with the requirements of SOLAS nd the ship's SOLAS safety certificate, and to inform the flag tate and the International Maritime Organization of the elevant facts;
