HONG KONG: RECENT INFLUX OF EX-CHINA VIETNAMESE ILLEGAL IMMIGRANTS (ECVIIs)
Problem
1. How to pressure the Chinese to accept the return of recently
arrived Vietnamese refugees who had been settled in China.
Recommendation
2.
That the Minister should agree to Hong Kong's suggested new approach to the Chinese, and that he should call in the Chinese
charge d'affaires to underline our serious concern and press for
speedy Chinese co-operation on this issue. I submit a
telegram. Hong Kong are preparing a speaking note. (This could be combined with lobbying the charge on the case of Mr Chong, on which we have submitted separately, assuming Peking draw a blank on that subject.)
