Problem

1.

The flow of ex-China Vietnamese Illegal Immigrants (ECVII)

arriving in Hong Kong shows no sign of decreasing, and the

Chinese authorities have still not accepted any of the ECVIIS

back.

Recommendation

2.

Mr. Lauen. Berry's

That we agree to Hong Kong's recommendation that a Minister should call in the Chinese charge d'affaires to make further

representations. I submit a telegram.
