As expected, Shu was again unable to explain the
Chinese statement that the Hong Kong Government should also
take effective measures, apart from vaguely referring to the
need for cooperation between the two sides to resolve the
problem. Shu said he was unsighted on Zhang's remarks but guessed Zhang was referring to the interviews we conducted in Hong Kong to obtain information which we sent to the Chinese
side for their checking.

Nothing new from what Shu said and I could not sense
much progress.
The Chinese seem to be still struggling with
their internal procedures/problems.
