+ called in Shu Jianping yesterday afternoon to press him again on ECVIIS. I provided figures (total 2,338

since 25 June, 56 on 11 August) which showed the problem was

continuing.

I then provided a general profile on those who

arrived so far. They left Vietnam for China in the late 70's

and were settled in various farms in Guangdong, Guangxi, Fujian and Hainan. They subsequently moved to Beihai in the early 80's for a better living. They left Beihai for Hong Kong recently because of demolition of their homes by the

authorities there. They took land routes to Guangdong first,

for example, Taiping ( ), Duomen (i), Panyu th } or Baoan (). From these places they bought boats to travel to Hong Kong. I asked Shu to pass on this information

to the relevant authorities and urge them to step up measures

to stop ECVIIS leaving via this route.

I said of particular concern was that some of them told us they had been advised by the local authorities in Beihai to leave for Hong Kong. This appeared to contradict the stated Chinese policy of taking effective measures to stop ECVIIS from leaving China. I requested Shu to draw this

to the attention of the authorities concerned for

investigation and prevent this from happening.

Also, the arrivals told us they came to Hong Kong

because they thought they could find jobs and resettle here,

or overseas. This showed despite repeated Chinese statements

that they would take these people back, the message was not getting through and people still had false hope. The only way to bring home this message was to repatriate those who arrived immediately.
