interpreters are also freely available in all medical clinics inside Hong Kong's
detention centres and other off-camp
medical institutions where the
Vietnamese asylum seekers are being
treated.

"Schools in the camps, to the extent they exist at all, do not even meet the minimum standard guidelines established by the
UNHCR."
1.11 It is inconceivable that the UNHCR, which is responsible for the provision of services in the camps, would provide
school facilities which do not meet their
own minimum standard guidelines.
As
regards the remark that the Hong Kong Government has forbidden Vietnamese
children from attending Hong Kong
education institutions, it should be noted
that the medium of instruction in Hong Kong is either English or Chinese. It
would not be in the overall interest of
the Vietnamese children if they were
taught in a language which they do not
understand.
