This is factually incorrect. The UNHCR and not the Hong Kong Government is responsible for the provision of services in the camps.
The decision to reduce the
level of services provided in the camps was made by the UNHCR. Moreover, basic
essential services such as medical, social and educational programmes will continue to be provided under the general supervision and co-ordination of the UNHCR. In this connection, it should be
noted that the UNHCR's decision to reduce
the level of services in the camps came
into effect at the end of August 1993.
