5. A Chinese citizen may only enter Hong Kong legally by obtaining an exit permit from China. In 1950, the Chinese Government issued about 50 exit permits per day to persons wishing to live in Hong Kong. By 1978, the number had reached 310 per day. In 1982, an agreement was reached between Hong Kong and China under which one-way permits to Chinese citizens are now issued at a rate of 75 per day. This figure was carefully chosen after taking into consideration the economic situation and the basic infrastructure in the territory.

6. The great majority of one-way permits are issued to Chinese wives wishing to join their Hong Kong husbands and to children joining their parents. The following table shows the number of one-way permit holders who arrived over the years
