To deal with this question, the Hong Kong Government would like to propose that there be an increase in the daily quota of one-way permits for permanent immigration from the mainland from 75 to 100. We would like to propose that of the extra 25 per day, 15 places be allocated to those who will automatically have right of abode in the Hong Kong Special Administrative Region from 1 July 1997, with preference given to children with both parents in Hong Kong; and that the other 10 places be for wives of Hong Kong residents who have children legally in Hong Kong. In order to ensure that the children involved are those who would have the right of abode after 30 June 1997, we would need the Chinese side to verify the status of the children who apply to come, by sending us details of the parents in Hong Kong first for us to check.

We do not propose an increase above 100 a day
immediately because we wish carefully to monitor the impact of the increase from 75 to 100 on Hong Kong, as well as the effect on illegal immigration of what might appear to be a relaxation in policy. But if the new scheme I have proposed were to operate smoothly we would be prepared to review the need for a
further increase at a later stage.
