Before a decision is taken, the Hong Kong Government
would like to know whether reciprocal arrangements could be
made for:-
(a)
흐.
(b)
Hong Kong Government officials going to China on
official business and travelling on British passports
issued in the United Kingdom and Hong Kong; and
Hong Kong aircrew travelling to China as an operating member of the crew on board an aircraft and leaving by
the same or another aircraft as a member of its crew.
Implementation

As I have mentioned, the new arrangements for PRC
transitees will start on 1 August. We hope the Chinese
authorities can give positive consideration to our proposal on PRC officials and aircrew and the reciprocal arrangements for Hong Kong Government officials and aircrew so that these new arrangements can also be implemented soon.
10.
Lastly, we hope that NCNA can regularly inform the Political Adviser's Office, once these new arrangements come
into force, of PRC visitors to or transitees through Hong Kong
of the rank of Minister or provincial Governor and above. As you know we often like to offer hospitality to such senior visitors, but, when visas are no longer necessary for short
visits, we will not necessarily know of their plans.
