Entry of One-Way Permit Holders

Thank you for your memo of 22 September. I duly raised the recent sudden increase above the agreed quota of one-way permit entrants with the Deputy Director of the NCNA Foreign Affairs Department on 27 September. I attach a copy of my speaking note. As you will see, I included in it a reference to our recent proposal for an increase in the quota to cover those who will have right of abode in Hong Kong after 1 July 1997.

Yang said he had not been aware of this problem, but undertook to investigate and let me have his response as soon as possible. He agreed with me that it was in both sides' interest that the scheme should continue to be managed in a controlled
and planned manner.
