We can confirm that both Wu'er Kaixi and Hou Dejian are (are) included on the visa warning list (VWL); specifically the Hong Kong Annex on pages 9,13,37 and 44. Grateful if MVD can double check this, and ensure that visa-issuing posts have the full list, including the Annex.

Han Dong Fang is quite correctly not included, as he currently remains in Hong Kong with no apparent intention or prospect of applying for a visa. Prior to this, Han was able to Leave China travelling on a valid Chinese passport and could therefore enter Hong Kong without a visa for up to seven days.

3. The comment in paragraph 3 of your TUR is noted. Hou Dejian obtained his transit visa in Auckland and should have been required to apply for a visit visa in the normal manner.

We are currently completing a comprehensive review of those whose names appear in the VWL and our own warning lists as well as those prominent Chinese dissidents abroad who are not on the two lists, and hope soon to be in a position to advise MVD of any changes.
