1. I've just seen Graham Hand's letter to you of 2 July about the World Conference on Human Rights, at the end of which he mentioned the possibility of a human rights sponsored visit. I have a horrible feeling that we are getting our lines tangled in London about this! As you know from our previous correspondence, Peter Ricketts was of the opinion that a sponsored visit by Mr Mortimer of the Treasury would be of more net use than one which concentrated on human rights. However we have agreed with the HKGO in London that sponsored visits will be sorted out through them and not FCO/HKG direct. I'm not quite sure what their opinion is on the best candidate for the visit.
So, as it stands, it will be for HKGO to issue any invitations after appropriate consultation.
