that the amendments are unrelated to the BOR Ordinance are unlikely to cut any ice. In short, the proposed amendments will again raise the profile of the subversion issue, to the detriment of relations with China. From a China angle, the amendments are thus not desirable.

The Information Coordinator will arrange for a background briefing. A Legislative Council brief and press release will be issued and a spokesman made available. It will be emphasized that -

(a) the aim of the review was to ensure that the provisions of Part III of the Public Order Ordinance meet the present-day requirements of the community;

account was taken of Hong Kong's recent experience with public meetings and processions, and efforts were made to improve and simplify existing rules and procedures;

particular attention has been given to introducing new arrangements to facilitate the conduct of meetings and assemblies, including the provision of suitable venues; and

whilst the right of peaceful assembly is fully recognized, regulatory measures remain necessary in the interests of public order and for the protection of the rights and freedoms of others.
