THE PROBLEM
The existing provisions under the Public Order Ordinance which regulate public meetings and processions have been criticized as being inflexible and cumbersome. Experience has shown that the provisions are no longer appropriate.

RECOMMENDATION AND ADVICE SOUGHT

In order to revise the Public Order Ordinance to accord with present day needs it is recommended that the Public Order (Amendment) Bill 1991, at Annex A, should be introduced into the Legislative Council.

Members will be asked to advise whether this recommendation should be approved.
