Dear Mr Marshall,
You may remember that I wrote to you in February 1993 about the status of submission of the latest reports in respect of Hong Kong under the International Covenant on Economic, Social and Cultural Rights 1966.
At the time you replied to me (26 February 1993), those reports had not yet been submitted to the Secretary General. I would be grateful if you could let me know whether they have been submitted and, if so, for copies of the final version. Thank you for your assistance. I would hope that they (and any future reports under UN human rights treaties) would also be laid before the Hong Kong Legislative Council, as were the last reports under the International Covenant on Civil and Political Rights.
I enclose an extract from the summary records of the January 1993 session of the Committee on the Elimination of Discrimination Against Women, at which the report of the United Kingdom was considered. As you no doubt know, the question was asked why it was that the Convention had not yet been extended to Hong Kong. The British representative undertook to provide answers to the Committee in writing (para 86).
I would be most grateful for a copy of the answer provided to the Committee and also for clarification in light of the Chinese expert's comment (para 69), whether the British government has any plans to consult the JLG on the issue in the near future?
