I understand that you will be meeting Kay Graham this afternoon to discuss press freedom in Hong Kong. Ms Graham's interest may be inspired by the Article XIX report on this subject. I enclose a summary of the report. I also enclose copies of letters from Mr Goodlad to Frances D'Souza of Article XIX setting out our and Hong Kong's views on the report. Please feel free to draw on the arguments used in these letters. You may wish to add that Minsters here have been involved in a dialogue with Article XIX on this subject, which is one that we and the Governor take seriously.
