Thank you for your letter of 21 January to the Prime Minister and for bringing to his attention the recent Article XIX publication: "Urgent Business: Hong Kong, Freedom of Expression and 1997".
The Prime Minister attaches importance to the full implementation of the Joint Declaration including its provisions on freedom of speech and of the press, He has noted the issues raised in your report. I understand that Mr Goodlad, the Minister of State in the Foreign and Commonwealth Office with responsibility for Hong Kong, has already sent you a detailed response.
