In your letter of 21 January you asked for advice and a draft reply to a letter the Prime Minister has received from Ms Frances D'Souza. Ms D'Souza has written identical letters to the Foreign Secretary and to Mr Goodlad, who is sending a full reply (copy enclosed). I therefore suggest that you should send only a brief reply.
