1. I have just received a copy of Mr Rickett's submission on the above subject dated 3 February, and see that it recites in paragraph 2 that it has been "cleared with our Legal adviser". I assume that this is a reference to me, but it was not cleared with me in fact I did not even know that you were drafting a submission on this subject. Did another legal adviser see it, or was this an oversight? Given the legal content of the submission, it certainly should have been cleared by a legal adviser.

2. On the substance, the submission and draft letter look fine.

3. Mr Marshall asked me last week for general comments on the Article XIX report. If the purpose of this request was to feed my comments into your submission, can I take it that the need has now passed? Or do you still want general comments for some other purpose?
