Miss Francis D'Souza of Article XIX has written to Mr Goodlad in reply to his previous letter of 3 February (attached). I should be grateful for any comments you might have on here letter, particularly on whether she is correct in her paragraph 4 to say that the JD envisages that interpretation of the Basic Law should be a matter for the Hong Kong judiciary.
With apologies for the brief deadline, I should be grateful for a response by 4 March.
