Miss D'Souza, Director of Article XIX has replied to the Minister's letter to her of 3 February asking why we are not doing more to ensure press freedoms in Hong Kong after 1997. submit a draft reply.
2. The final paragraph is based on advice from the Hong Kong Government on its plans for publication of the review of press Laws.
