The scope of Director of Health's
discretion is undefined and the law does
not provide guidance for people's
conduct.

The Regulations should spell out
more clearly the criteria for
approval.

broad.

programmes
The Journalists Association suggests
that such a provision should not be
retained on the statute book when a
state of emergency is not in effect
Amendments similar to those
proposed for the Television
Ordinance will be made.
