Section 27
Governor in Council may
make regulations
establishing standards for
programmes
The Governor in Council should not make
any regulations establishing standards
for the broadcasting of programmes
containing political or religious
material.
Section 26 already requires a
licensee to maintain a proper
balance in its subject matter.
However, we propose to repeal
section 27 and instead propose
that the Governor in Council may
provide by regulation for the
broadcasting of programmes and
advertising material by
licensees.
Regulation 5(c) made under section 27
should be deleted. It provides that a
licensee may only broadcast news from
sources or services approved by the BA.
We propose to repeal this
regulation.
Section 29
Governor in Council may
issue direction to the BA
The Governor in Council should not be
empowered to give direction to the BA.
The BA, which comprises members from
various sectors of the society, should
have complete freedom in exercising its
control over the performance of a
licensee.
We propose to repeal section 29
and the reference to section 29
in section 28.
