Review of the part of the Ordinance on public meetings and processions near completion. Scope of review has been extended to provisions in the Ordinance which may be BOR suspect. We are drafting necessary amendments for these provisions. An amendment Bill will be submitted to EXC as soon as possible within the next few months.

No provision expressly preventing derogation from basic rights in times of emergency.

Article VII (3) of Letters Patent effectively prevents the making of regulations that infringe non-derogable rights. No obvious need to amend the Ordinance on this aspect but NC is re-examining.
