Re: UN Human Rights Conference (June 14-24) in Vienna

you

Percy

Further to our telehpone conversation last week, I hope that can take a look at whether I can attach myself to the British delegation. I am still expecting to go to debate with Cradock at the Oxford Union this Friday, in which case, I have chance to meet Alastair Goodlad on the 13th when I will also him about possibilities.

I say I am only expecting to go to Oxford because they seem to be in disarray because Robert Adley is ill and Tsang Tak dropped

Sing has out. Percy is apparently still keen even if he has to speak alone.

Regarding the Vienna Conference, I understood from Michael that the Hong Kong Government will send someone from the Department.

Legal My understanding (from talking to the Swiss General here) is that each State Party can bring

Consul people from their own country who do not have to represent the non-government X official views of that government. If that is true then that get

would be the easiest way for me and the following people to accreditation. Margaret Ng, Nihal Jayawickrama will come, and possibly Gladys LIT

My idea is to bring a group of Asian professionals and business people and argue that we favour one universal definition of human rights. The Asians, S. Americans and Africans each have their Versions to promote, with the Asians being the most conservative. Apart from the people named above, I am also contacting a number of people in the Region to come.

Your assistance will be much appreciated. If being a member of the British delegation must mean I speak for Britain, then I will try to attach ourselves to one or more NGOs. Many thanks.

Best Regards,
