I attach a copy of Hong Kong telno 76 which refers inter alia to the problem of the monitoring of Hong Kong by the Human Rights Committee after 1997, if China does not accede to the ICCPR.

2. I should be grateful for advice on this point. Will the ICCPR continue to apply to Hong Kong after 1997, if China does not accede? (I would have thought this unlikely in the light of the experience of former colonies which, on their independence, had to accede to all international human rights instruments afresh). so, is there a special mechanism under which Hong Kong will be able to report to the Human Rights Committee? Presumably, even if the answer to both these questions is affirmative, the Chinese government will be responsible for preparing and submitting the written reports and attending the oral hearings.
