The Joint Declaration provides that the provisions of both Covenants, as applied to Hong Kong, will remain in force after 1997. The mechanism under which reporting to the Human Rights Committee will continue has yet to be agreed with the Chinese, but it is hoped that the present practice whereby Hong Kong itself prepares the report and attends the oral hearings will continue.

I understand that this issue was the subject of a great deal of work before our last examination before the Human Rights Committee in April 1991. There should be detailed briefing on UND and HKD files.
