Human Right Committee Hearing in 1994. Hong Kong citizens should have a voice in this matter. We urge the United Nations and the special bodies on human rights to pay special attention to this matter in order to safeguard the human rights of Hong Kong citizens.
3. All modifications and reservations should be removed when applying ILO
conventions, the international covenants and conventions to Hong Kong to ensure that the provisions are fully put into practice..
4. The UN special bodies on Human Rights should pay special attention to the
implementation of the Bills of Rights of Hong Kong, and to monitor that legislation which are contravening the ICCPR be repealed to ensure that the provisions under the covenant are sufficiently applied and protected by the domestic legislation.
5. A legislation to protect freedom of expression and information must be adopted
immediately to safeguard these rights for Hong Kong citizens now and after 1997. The Hong Kong government should take immediate action to enact the Freedom of Information Act. We also recommend that a Commission on Freedom of Information be establish to monitor the implementation of legislation and to redress grievance of that nature.
6. The Government should set up an independent Human Rights Commission similar to that of other countries for monitoring the human rights situation and to coordinate Human Rights Education programmes Members of the Commission should include a commissioner appointed by the government and assisted by representatives from the legal profession, grassroots organizations and academics..
