Thank you for showing me your draft telegram to Hong Kong following our meeting with Messrs Wong and Pine of the Hong Kong administration in December attach a small amendment to paragraph 4. I would rather state categorically that BNSC will not want to vet licences until we are satisfied that, particular, the indemnity proposal will be viable.

The indemnity is an important element of our considerations and we wish to satisfy ourselves of its legal basis before we proceed further.
