HONG KONG SATELLITE LICENSING UNDER THE OUTER SPACE ACT 1986

1.

Thank you for showing me your draft telegram to Hong Kong following our meeting with Messrs Wong and Pine of the Hong Kong administration in December attach a small amendment to paragraph 4. I would rather state categorically that BNSC will not want to vet licences until we are satisfied that, particular, the indemnity proposal will be viable.

The indemnity is an important element of our considerations and we wish to satisfy ourselves of its legal basis before we proceed further. We are consulting our own lawyers and you indicate you are consulting FCO lawyers also. They may wish to liaise. I look forward to hearing the outcome of your consultation.
