Given the above, it follows that in so far as it is ncessary for BNSC to provide advice to the Hong Kong authorities in the period up to 1997, it does so in order to help safeguard HMG's position. It would not be appropriate for BNSC, as part of Government, to provide this advice on a consultancy basis nor would we wish to be involved in any form of subterfuge that misrepresented the nature of our relationship with the Hong Kong authorities.
