APT SATELLITE NETWORK
I spoke to you earlier today with regard the dual
submission of the APSTAR Satellite network sent to UK for onward transmission to the ITU by Hong Kong Post Office and on behalf on the Hong Kong company APT.
I attach a copy of the telex from the ITU, Geneva, advising the UK that China have made a similar, but earlier submission for the same satellite network.
The Radio Regulations do not make allowances for the dual submission of proposals for co-ordination or notification of radio frequencies. However, there is no reason why China and UK should not "get into bed" on this matter with one of us taking the lead. I would welcome your advice on this matter as it seems it has very heavy political overtones which the FCO are perhaps best equiped to answer. You will wish to know we have asked HNK PO, Mr CK Cheng, for their views on this. You will also wish to know KS Wong orinally sent in this application to RA on 27 Nov 1992.
