1. I was phoned today by Maurice Daniels of the Radiocommunications Agency of the DTI, who have just been contacted by the ITU regarding the above application. It seems that both the UK and the PRC have submitted advance publication notices to the ITU in respect of exactly the same proposal from APT to operate a satellite network from the "Hong Kong/Macau area". This has caused some consternation.

2. We would be grateful for any information you can provide about APT and whether anybody was aware that a dual application was being made. Any advice you can give on the implications of this would be very welcome (I'm not exactly an expert). I presume that if APT is a Hong Kong company proposing to run the network from Hong Kong, there is no question that it is the UK as the sovereign power whose job it is to submit the application to the ITU.

3. As you will see from the enclosed letter, the

Radiocommunications Agency is in contact with the Hong Kong Post Office on this matter, and presumably they will be providing the more technical background information.
