OUTER SPACE ACT 1986: ISSUE OF LICENCES BY HONG KONG
You will recall our discussion in London last December about the relationship between BNSC and the Hong Kong authorities in issuing licences under the Outer Space Act and the Outer Space Act (Hong Kong) Order 1990. The situation, as it was then left, was that Hong Kong would make a formal proposal on establishing a fully Hong Kong-based licensing regime and that meanwhile the original understanding, that there should be full and early consultation with BNSC prior to licensing, should continue.
I would be grateful to know whether any progress has been made on such a proposal and also for reassurance that we will continue to be appropriately consulted. I have had a number of indications from the London market that a licence application to the Hong Kong authorities is currently contemplated or under discussion.
You uncerely
