Plymouth, telno 156: I think that we do need to press Montserrat for a decision. It may seem academic at the moment but if, in future, C&W leases all its capacity via the direct access route, as is likely to be the case, then it would probably be required to request BT's agreement for monthly tests and or restoration services. Quite apart from the hassle factor, I should have thought that Montserrat would not wish its licensed operator to need the permission of BT before restoration services could be provided. Since the necessary powers do in fact appear to exist, para 2 TUR (subject to confirmation that licence terms and conditions include the requirement to operate earth stations on a non interfering basis), we are not really asking the Government of Montserrat to do anything that it has not already legislated for.
