DIRECT ACCESS TO INTELSAT CAPACITY

I have seen replies to our telno 73 to Grand Cayman, et al., from Hong Kong, Plymouth, Stanley and Grand Cayman. We will need to respond to those from Hong Kong and Plymouth, and to check the ITU Convention question implicit in Stanley's. I will let you know what we find out on the latter once I have spoken to C&W and RA.

Hong Kong, telno 1864: As you know, the reason we did not address our telegram for action to Hong Kong was that we had already initiated correspondence on this issue with the Hong Kong Office of the Telecommunications Authority (OFTA) Mr Davies fax of 1 November to Mr K S Wong, copy attached, refers. From the TUR it is clear that there has been a breakdown in communications

somewhere along the way since the respondent is obviously unaware of this. May I leave it to you to smooth any ruffled feathers in reply?

We are pleased to note the final sentence of paragraph one of Hong Kong's TUR, and share Hong Kong's wish that the new arrangements should be extended as widely as possible. The detailed mechanics, however, remain to be determined and while it is certain that only BT, as the Signatory, and DTI, as the Party, can make authorisations or declarations we hope that some sort of blanket authorisation will avoid the need for a case by case approach. We will, of course, consult with Hong Kong further on this in due course.
