KAL-007 REPORT: RELATIVES OF UK/HONG KONG VICTIMS

Now that the ICAO report has been completed, we are preparing to get in touch with the relatives in the UK and Hong Kong in order to bring them up to date. It is our strong feeling that both the ICAO report and the relating information paper containing the transcripts should be made available to the relatives, should they wish to see them. want to move quickly before any questions are asked in the UK and Hong Kong press.

I am writing just to check that there is no problem with issuing the report and the information paper in this manner (on the basis that the report has now been released into the public domain). Our press line will be that we have informed the relatives of the conclusions of the ICAO report (recognising that the ICAO Council has not endorsed the report's conclusions or recommendations) and have made all relevant information available to them, whilst emphasising that no decision has been taken on compensation claims. We will continue to downplay the likelihood of any compensation claim being successful.
