KAL-007 REPORT: RELATIVES OF UK/HONG KONG VICTIMS
In confirmation of our telephone conversation earlier today, I confirm that there is no problem with issuing the ICAO Secretariat Report and transcript information paper to the relatives, since the report has now been released into the public domain, I suggest that your press line should refer to informing the relatives of the content of the report, and avoid focusing attention on the conclusions. The report was intended to be a gathering of facts, and, as you have noted, in the view of the Council went beyond the brief in offering some conclusions which were judgemental rather than factual. Placing stress on this being a Secretariat report, and pointing out that the conclusions and recommendations were not endorsed by the Council, is unlikely to have the required effect if the UK talks publicly in terms of 'the ICAO Report's conclusions'. But I appreciate that such subtleties are not easy to work with in the media arena!
