Dear Mh. Marshall

KAL 007: Revival of Compensation Claim

Thank you for your letter of 13 September.

43

We are in full support of any proposal to revive the compensation claim for all Hong Kong victims and should be grateful if you would pass our view to the Eastern Department. It was our intention to collect the latest views of the next-of-kins at a meeting scheduled to be held yesterday but unfortunately it had to be cancelled due to typhoon. Another meeting will be arranged sometime

next week.

As previously mentioned in my letter of 19 February, the next-of-kins were not aware of the summary of claim worked out for the Hong Kong victims and their consensus view was that they should have a fair compensation, i.e. their share of compensation should be the same as the victims of other nationalities. We are unable to trace the original record on how the initial claim was worked out, but we feel that the foregoing view should be taken into consideration when reviving the claim of compensation with the Russians.

I have asked the Legal Department to provide a contact addressee and check from their record whether they had been involved in the working out of the initial claim. I shall let you know as soon as a reply is received.
