As regards sub-para (b), we have given the next-of-kin a clear understanding that we representing the UK Government in relaying all the relevant information about the KAL 007 incident and we would be most willing to forward any views or questions they may have on the matter. We also told them that the chance to have a UK representative at the Department's meeting with the next-of-kin would be remote and we could not commit on behalf of the UK Government. We agreed to pass on their request to

you.

Regarding the last point in paragraph 1 above, our understanding is that the UK Government has made compensation claim with the Russians only. In view of the newly expressed wish of the next-of-kin, I wonder if FCO is prepared to consider raising the question of compensation claim with the Korean Government as well.
