KAL 007 : Revival of Compensation Claim
Further to my letter of 18 September, we have held a meeting with the next-of-kin on 22 September. During the meeting, we provided them with copy of an extract of the ICAO report (Chinese translation will also be provided later) and explained to them the latest position of the matter. In response, they have expressed their views as follows :-

It is their consensus view that the claim of compensation with the Russians should be revived.
The Hong Kong Immigration Department may not be competent enough to
enough to answer questions on some legal or technical matters, such as whether there is any statutory time limit for making compensation claim, etc. They would therefore like to speak directly to a representative from the UK Government in future meetings. If that is not possible, they would still like to have a contact addressee in FCO with whom they could have direct contact.
As suggested in para 3.13 to 3.15 of the ICAO report, the Korean crew appeared to have been partly responsible for the occurrence of the tragic incident, hence the UK Government should also pursue the compensation claim with the Korean Government.
