Revival of KAL-007 Compensation Claim
Further to our meeting on 22 September 1993, I now enclose a copy of the Chinese translation of the relevant International Civil Aviation Organization Report (extract only) for your reference.
As I explained to you during the meeting, the International Civial Aviation Organisation Council has not endorsed the conclusions and recommendations of the report. The intention was to leave others to make the judgement. Following the release of the report, the Russian authorities held a press conference on 30 August 1993 and declared that they would not consider providing compensation to the next-of-kin of the victims. At our request, the UK Government is actively considering a renewal of the compensation claim with the Russians. In this connection, we have made known to the Foreign and Commonwealth Office of your consensus view of having a fair compensation, i.e. your share of compensation should be the same as the victims of other nationalities. We have also conveyed to them your suggestion of pursuing compensation claim with the Korean Government as well. I understand that they are looking at this matter and I shall let you know the development as soon as a reply is received.
As regards your proposal of having a UK representative present at our future meetings in relation to
to the renewal of compensations claim, the Foreign and Commonwealth Office have advised that it would not be necessary as the Hong Kong Immigration Department are the representatives of the UK Government, and for that matter, are fully qualified to speak on its behalf. Nevertheless, they have provided a contact addressee as follows in case you wish to write to them direct :-
