I have seen correspondences between you and our Immigration Department on the captioned subject. Presumably, we will not need to reply to FCO Telno 61 addressed to Secul and also to Tokyo and Hong Kong asking for views on the subject (which we have already given)? Please also confirm that Hong Kong is not expected to send a representative to attend the Moscow meeting; as advised by you in your letter of 12 February, a British Embassy representative will attend who will also represent Hong
Kong.
