The US Embassy has informed us that there will be a meeting in Moscow in mid-March (previously set for 24/25 February) organised by government representatives of US, Russia, South Korea and Japan for the representatives of families of KAL-007 victims. The agenda will include recovery of remains and personal effects, construction of a memorial, memorial services and compensation. (We have already faxed to you the paper which the Americans have given us).
2. The Americans have evidently decided to present their claim for compensation at 1nter-governmental level and we now have to consider whether we re-open our claim for 2 million pounds compensation which was lodged in 1985. Our feeling is that, although it is extremely unlikely that the Russians will pay any compensation at all, we should follow the American lead on this. Before we make a decision, however, we would be grateful if you could let us have your views and also arrange for someone to attend the Moscow meeting.
